A HARTFORD woman found guilty of harassment said the council led her to that situation.
Transsexual, Jan Krause, 47, of Walnut Lane, was convicted in August 2010 after spending four years collecting data on her neighbours whereabouts and their ‘noisy’ central heating system.
She received a 12-week sentence suspended for 18 months, 120 hours of community service, a 18-week curfew and a four year restraining order.
Representing herself , Krause appeared at Chester Crown Court on Wednesday for the second day of her appeal, where she questioned council workers, Charles Harrington and Vanessa Griffith, on the way they dealt with her numerous complaints about neighbour, Carol Story.
Krause said: “On numerous occasions you advised me to gather my own evidence.
“The council led me into this situation by suggesting that I should conduct my own private investigation.
“We are seiged by these tonal emissions and still suffering.
“It is causing us great misery.”
Mr Harrington said Krause first complained about tonal emissions from Carol Story’s boiler in 2005 but, after several visits to the house, officers failed to detect any nuisance noise.
He said: “I would describe Jan Krause as persistent, detailed, repetitive and factually incorrect.
“In this case we have done more than what is normal to satisfy the investigations.”
The appeal case continues.
