Announced in February, the street food, bar and music venue would feature a rooftop terrace overlooking the River Weaver.
Existing sister venue Marine Street Social in the New Brighton is described as a food and drink market where people can eat, drink, dance and socialise.
The Barons Quay venue is proposed to be similar and will host live music, DJs and events.
